whenever you paint acrylic always do lots of thin layers, with drying time in-between, this prevents any peeling / chipping, and makes the paint all round harder wearing.

I always recommend acrylic paint on acrylic signage.

vinyl itself does not need sealing, and I don't personally seal the painted back grounds, but should you wish to any spray sealant suitable for plastic will work perfectly. ensure you follow the instructions on the tin for best results.
